Minutes for the Village Board Meeting on Tuesday, January 2nd, 2024
The regular meeting of the Village of Galway Board was held at 5212 South Street on January 2, 2024. Present were: Acting Mayor Best, Trustees DiLeva and Hyde, Clerk-Treasurer Ruman and Attorney John Sutton. AM Best called the meeting to order at 6:38 PM. Minutes were read and a motion to approve as read was made by Trustee DiLeva and seconded by Trustee Hyde. Carried.
Treasurer’s Report
- Receipts-$5,002.42,
- Disbursements-$853.10,
- Checking-$76,850.75,
- Savings-$48,546.32,
- Grand Total-$125,397.07.
Motion to accept report made by AM Best and seconded by Trustee DiLeva. Carried.
Correspondence
- Received Christmas cards from Village Home and Garden and Galway Food Pantry (GGCSA).
- Received email from Comptroller’s Office with the opportunity to amend the Annual Report document.
Code Enforcement
- Code Enforcement Officer Concilla will provide the quote for software from Bruce Camden at ICC for the February meeting.
OLD BUSINESS
- Attorney Sutton presented a proposed letter to U.S. Bank National Association and NYS Dept. of Financial Services regarding 5254 North Street and asked for the Board’s approval to send it out. Board okayed letter.
- Attorney Sutton stated the importance of entering the premises safely and the need to leave it securely locked.
- More monies will need to be allocated for legal fees to proceed.
- USDA does offer grants to clean-up rural properties.
- AM Best updated the board regarding the battery back-up for the traffic light in the village. She has communicated with Ben Syden from the Laberge Group and Michael Finley who is a NYS Regional Traffic Engineer. The Town of Galway has a permit for access into the NYS right of way and the back-up system would be their responsibility at this point. AM Best is waiting to hear more about the process.
- It was decided that the Neighborhood Watch Program will be revisited in the Spring.
- Board members discussed the various Christmas decorations that they observed in other nearby communities such as wreaths in the Village of Ballston Spa and snowflakes in the Village of Hagaman.
- Installation might be an issue. Perhaps the firemen who put up the flags for Memorial Day would consider doing it. Board will continue to look into the options and the cost.
- Sales are going on now.
- Discussed the possibility of lit garland on the village sign in the park. Trustee Hyde made a motion to spend up to $200.00 to purchase lit garland to be placed on the village sign in the park. Trustee DiLeva seconded the motion. Carried. Monies will be taken from Community Beautification.
- AM Best has names of four companies that she has contacted for their proposals to work on the storm drains in the village. She is waiting for responses. She has copies of pictures showing the drains. Town of Galway assessor Laura Orminski was helpful with this.
- The park is being graded this week.
NEW BUSINESS
- The Glenville Hills Garden Club Wreath Ceremony held on December 9 at noon for Veterans was well attended and much appreciated.
- JD Arnold is being appointed as the Acting Town of Galway Supervisor.
- The DEC was contacted by AM Best regarding the rats found at 5188 South Street.
- ENCON Officer Steven Shaw said that they cannot do anything about rats.
- The fear from the resident is that they are coming from 5185 South Street.
- A letter was sent to the property owner for information purposes and they were asked when they plan to move back into the house.
- AM Best reached out to Assemblywoman Mary Beth Walsh regarding contact info at the NYS Department of Health to aid with this situation. She also visited her office but she was not there. AM Best will try to contact the Health Dept. again.
- ClerkTreasurer Ruman will file information regarding ARPA funds to amend the Annual Report to the State Comptroller’s Office.
- Trustee DiLeva will be taking over the job of changing the information on the village sign.
Abstract No. 8 totaling $5,022.34 was submitted for approval and payment.
No further business. AM Best adjourned the meeting at 7:55 PM.
Next Meeting will be held on February 6, 2024 at 6:30 PM.
