Minutes from the Village Board Meeting on May 4th, 2021
The regular meeting of the Galway Village Board was held at 5212 South Street on May 4th, 2021. Present were Mayor Hyde, Trustees Best and Ryan, Clerk-Treasurer Ruman and Village resident Donna Sowle. Chief Devine attended by phone. Mayor Hyde called the meeting to order at 7:30PM. Minutes were read. Trustee Ryan asked that under New Business, that the “he, in sentences 4 & 5 be changed to David Meager. A motion to approve as changed was made by Trustee Ryan & seconded by Trustee Best. Carried.
Treasurer’s Report: Receipts-$6506.06, Disbursements-$15,733.89, Checking-$43,809.16, Savings-$48,513.57, Grand Total-$92,322.73. Motion to accept made by Trustee Best and seconded by Trustee Ryan. Carried.
Police Report: Tickets Issued-26. Report attached. Police cars can remain at school for now. Chief Devine has a prospective new hire from Scotia PD who has all his training and would be a good addition to Galway PD. He would have to be paid at least $19.00 per hour. Mayor Hyde said that we have to put a hold on everything right now and can discuss after we see how things go in upcoming months. He appreciates the Chief’s patience. Motion to accept report made byTrustee Ryan and seconded by Trustee Best. Carried.
Correspondence: Certification of Saratoga County Payroll was received.
Old Business: The bills for fuel for the police cars from the school are up to date and will now once again be submitted for payment monthly at our regular meetings. Village Attorney DeVall will write a letter to the Governor’s Office regarding our compliance with Executive Order 203.
New Business: Town of Galway Youth Commission Chair, Donna Sowle, announced that Family Fun Day will be held this year on Sat., June 19th at the Dockstader Recreation Field from !-4pm. The event will feature DJ music by Small Town Sound, Adirondack Dream Catcher Farm with pony rides and small farm animals, Karate demonstrations, Boy Scout displays, crafy packages to take home, many games, free raffles for larger prizes and more. We are hoping many of our community services such as the Galway EMS, Galway Fire Dept., Galway Village Police Officers, Hagamen Smoke Saftey House and a Galway School Bus, to mention a few, will join us. This will be held rain or shine. Safety protocols and social distancing will be followed. Chair Sowle welcomes any help that The Village can give to the event. She will be able to use supplies that were left from the previous years. In 2019 they had around 500 participants. Trustee Ryan thanked Youth Commission Chair Sowlr for her work. Clerk-Treasurer Ruman said that the line in the 2020-2021 Budget for the Youth Commission has $50.00 and confirmed with Chair Sowle that this would not be needed for anything else before the end of May. Trustee Ryan made a motion to donate $50.00 to the Family Fun Day Event and Mayor Hyde seconded it. Carried. Clerk-Treasurer Rumanasked that the following lines have money moved: $147.49 be moved from A-3800 Insurance to Line A-1325 Clerk-Treasurer Expense
$1,293.96 be moved from A-3120.1 Police Salaries to A-3120.4 Police Expenses
$321.95 be moved from A-7110 Park Maintenance to A-9030 Employee Benefits
$210.11 be moved from A-8510 Beautification of the Village to A-5182 Street Lights.
Mayor Hyde made a motion to take the deficit amount needed for Revenues from Reserves as agreed upon last year. Trustee Best seconded the motion. Carried. Clerk-Treasurer Ruman asked that a committee be formed including village residents to review the viability of the Village Police Department. Board agreed. Village will seek volunteers for the committee during the meetings to discuss Police Reform and begin meeting after the Reform Plan has been certified. The next Public Meeting to discuss Police Reform will be on May 11th at 6:30 at the Ryan Funeral Home. The Village Wide Garage Sale will be held on August 14th, 2021.

Minutes from the Village Board Meeting on April 6th, 2021
The Budget Hearing and regular meeting of the Village of Galway Board was held on April 6, 2021 at 5212 South St. Present were Mayor Hyde, Trustee Best, Trustee Ryan and Clerk-Treasurer Ruman. Chief Devine was excused. Mayor Hyde called the Budget Hearing to order at 6pm.
The Proposed 2021-2022 Budget was presented for review. Mayor Hyde asked that the second four hour shift per week for the police Department salary line be maintained in the 2021-2022 Budget. Board members agreed that the village needs the 8 hours of coverage per week. The expense line for the Police Department was increased from the 2020-2021 Budget due to the increased costs of maintaining the police vehicles. Clerk-Treasurer Ruman expressed concern about the costs of running the Police Department. Several other lines have been changed from last year’s budget. The budget has a deficit of $15,195.00 which will be taken from Reserves if needed. No residents attended the Budget Hearing and Mayor Hyde closed the Budget Hearing at 6:30 PM.
The Regular Meeting of the Board was called to order at 6:30pm. Minutes were read and a motion to approve as read was made by Trustee Ryan, seconded by Trustee Best. Carried.
Treasurer’s Report: Receipts-$14,079.88, Disbursements-$2,539.87, Checking-$53,036.99, Savings-$48,509.98, Grand Total-$101,546.97. Motion to accept Treasurer’s Report made by Trustee Best and seconded by Trustee Ryan. Carried.
Police Report: Tickets written-25. Officer Russell worked 24 hours. Gallons of gas purchased- 30.5. Written report will be available next month.
Correspondence: Letter from National Grid informing us of a change to our outdoor lighting service delivery rates. Letter from Laberge Group about how they can help with leveraging the Village of Galway’s funds from the American Rescue Plan. Received order regarding Stray Voltage Testing of Various Facilities from the State of New York Public Service Commission.
Code Enforcement: A septic permit has been issued for 5277 South Street. The Bible Baptist Church has filled out a permit for a new ramp. They are wondering if the $40.00 fee can be waived.
Old Business: Trustee Best will check with Boy Scout Walker about the plan for the village park project. The fax line that was necessary for the breathilizer has been disconnected and should result in a savings of about $31.00 per month. The company renting the old fire house agreed to allow the police cars to be parked against the side of the building. The school has agreed to let them remain where they are. Chief Devine believes they would be a target parked out in the open at the old firehouse.
New Business: Trustee Ryan and Mayor Hyde took their oaths of office. David Meager, our insurance agent, called to request our Police Policy and Procedure Manual. Amsure is requesting it. A discussion about the Village’s compliance with the Governor’s Executive Order # 203 was discussed and he advised that the Village comply immediately. David Meager advised looking at other small villages that had submitted their reform plans. Clerk-Treasurer Ruman will contact Chief Devine for assistance. Trustee Ryan expressed her concern and wants to work on the reform plan immediately. Village Attorney DeVall will be contacted. Mayor Hyde moved that the Proposed 2021-2022 Budget be adopted after the changes agreed upon are made. Trustee Best seconded the motion. Carried.

Minutes from Village Board Meeting on March 2nd, 2021
The regular meeting of the Galway Village Board was held on March 2nd, 2021 at 5212 South Street. Present were: Mayor Hyde, Trustees Best and Ryan and Clerk-Treasurer Ruman. Chief Devine was excused. Mayor Hyde called the meeting to order at 6:30pm. Minutes were read and a motion to approve as read was made by Trustee Ryan and seconded by Trustee Best. Carried.
Treasurer’s report: Receipts-$5,014.44, Disbursements-$5286.1, Checking-$41,496.98, Savings-$48,509.98, Grand Total-$90,006.96. Motion to accept Treasurer’s Report made by Trustee Best and seconded by Trustee Ryan. Carried.
Police Report: 35 tickets issued and no warnings given. Report attached. Motion to accept police report made by Mayor Hyde and seconded by Trustee Best. Carried.
Correspondence: Received Saratoga County Sales Tax figures paid in 2020.
Old Business: Payroll certification was completed and sent to Saratoga County. Justice Alison Thomas has been out of the office and has not been able to respond to the audit questions. She apologizes. The Glenville Hills Garden Club and member Sue Van Ommeran believe they will be helping to fund the project proposed by Boy Scout Matthew Walker for the village park. The March election will be held at 5212 South Street.
New Business: Glenville Hills Garden Club member, Sue VanOmmeran contacted Anne Best regarding the Memorial Day Parade and park activities. Since this is a big fundraising event for many community organizations several groups have been talking about what the options might be including using the Town of Galway pavilion and park to have vendors and activities. The Galway Public Library is planning to have a book sale at the library. The Village Board stated that the parade is still very much still in question and they are not in support of large gatherings. The park could possibly be used on a limited basis depending on the circumstances. Food must be prepackaged. No open food containers. The Lions coin drop will be ok for that weekend but masks and gloves will be required and no children/students will be able to participate. Trustee Best will communicate the Board’s thoughts to Sue VanOmmeren. Clerk-Treasurer Rumanrequested that a Budget Workshop Meeting be scheduled. She will check with Chief Devine for his availability and schedule on a Tuesday, Thursday or Saturday. The Galway Central School District has told Chief Devine that the cars can no longer be parked at the school due to a lack of room. Mayor Hyde contacted Fireman Kevin Barkley to inquire if the cars could be parked at the firehouse. They do have a lot of out buildings in back now and there may not be enough room. He will get back to the Mayor. Another possibility is the old firehouse parking lot.Mayor Hyde will contact the owner and Clerk Treasurer Ruman will contact Brian Lockman. There was some discussion of selling one car. Clerk Treasurer Ruman checked to see if the village police cars can still be fueled at the school. They can.

Minutes from Village Board Meeting on February 2nd, 2021.
The regular meeting of the Village of Galway Board was held at 5212 South St. on February 2nd, 2021. Present were: Mayor Hyde, Trustee Best & Trustee Ryan by phone, Clerk-Treasurer Ruman and village resident Katie Despres. Chief Devine was excused. Mayor Hyde called the meeting to order at 6:30pm. Ms. Despres was introduced and told a bit about herself. She had been living in the Town of Galway and moved into the old Cook Museum house in 2019. Mayor Hyde welcomed her. Minutes were read and a motion to approve was made by Trustee Ryan and seconded by Trustee Best. Carried.
Treasurer’s report: Receipts $3,870.212, Disbursements $9,664.65, Checking Acct. $ 41,768.64, Savings $48,509.98 ($4.98 interest added) and Grand Total $90,278.62. Motion to accept report made by Trustee Best and seconded by Trustee Ryan. Carried.
Police Report: Clerk-Treasurer Ruman gave report for Chief Devine. Tickets issued 28. Gallons of gas used 26. 28 hours worked by Officer Russell and 18 hours worked by Chief Devine. Motion to accept report made by Trustee Ryan and seconded by Trustee Best. Carried.
Code Enforcement Report: Clerk-Treasurer Ruman spoke with Code Enforcement Officer Concilla and a permit is needed for the installation of a generator at The Galway United Methodist Church. Clerk Treasurer Ruman let Ruthann Daino know and Code Enforcement Officer Concilla will call her.
Correspondence: Clerk-Treasurer Ruman received a thank you note from former village Clerk-Treasurer Brenda (Teachout) Patrzalek for her help confirming her employment dates with the Village. The new Amsure Insurance policy was received and a 2.7 % increase is expected on property. Received notification from the State of New York Public Service Commission regarding the Order Granting In Part And Subject To Modifications Petition to Enhance Electric Safety Standards. Received LaBerge Group 2021 Grants Survey for municipalities. Request from USPS for info on who is authorized to use the Village PO box. Saratoga County requested the 2021 January payroll for certification.
Old Business: Clerk-Treasurer Ruman contacted the Glenville Hills Garden Club regarding Boy Scout Walker’s planned project in the Village Park. Village Justice Thomas has not responded to the request for additional information so that the court audit can be finished. Clerk-Treasurer Ruman provided the sexual harassment information provided by Chief Devine to Board Members.
New Business: Clerk-Treasurer Ruman contacted the Galway Public Library about use of their building for the March 6th, 2021 Voter Registration Day and the March 16th Election. Due to Covid-19 they are still not open to the public and do not know when they will allow organizations to use their building again. Their librarian, Deb Flint, will let Clerk-Treasurer Ruman know by mid-February if any policy change is made. The names of Judy Gardener and Pam Hyde were presented for election inspectors. Mayor Hyde made a motion to hold the March 6th voter registration day from 12 noon until 5pm and the March 16th, 2021 Election from noon until 9pm at the Galway Public Library if possible. If the site does not become available then the location will be at 5212 South St. Pam Hyde and Jusy Gardener are to be appointed as election inspectors. Trustee Ryan seconded the motion. Carried. Village resident Katie Despres inquired about the plans for the old Galway Market building. The Mayor said that at this point no one has contacted the Village.

Minutes from Village Board Meeting on January 5th, 2021
The regular meeting of the Village of Galway Board was held on January 5th, 2021 at 5212 South St. Present were: Mayor Hyde, Trustee Best, Trustee Ryan by phone, Clerk-Treasurer Ruman, Police Cheif Devine, Boy Scout Leader Mark Bombard, Boy Scout Matthew Walker, Trevor Bombard and Animal Control Officer Tom O’Brien.
Mayor Hyde called the meeting to order at 6:30pm and gave the priviledge of the floor to Scout Walker and Scout leader Bombard. Scout Walker passed out a packet of information which was included in the presentation. He talked about his seeing a need for some work to be done in the Village Park and thought it would be a good project for his Eagle Scout Badge. Scout Walker contacted Trustee Best who worked with him to identify the needs of the park. They identified 8 things that are needed in the park and could be included in his project. Trustee Ryan spoke of her frequent use of the park and her love of the area.She expressed her support of the project as did Mayor Hyde and Trustee Best. Trustee Best spoke about her concern that the village does not have extra money to help out with the project.The Pandemic has decreased the Village revenues. Scout Walker said that he was not able to fully complete the financial part of his presentation and estimates that $200.00 could be what is needed and he believes he can get that money donated. Parents of scouts in his troop are willing to help provide tools. Cheif Devine offered to help him write up a request for supplies to Bellevue Builders. Mayor Hyde asked when he was planning on starting the project. Troop Leader Bombard said when the ground is ready in the spring, but the tables can be constructed now. The plan is to finish the project for the Memorial Day event in the Park. Mayor Hyde said that the Village Park is the spotlight for the Village and this project will improve the area. Clerk-Treasurer Ruman Suggested contacting the Glenville Hills Garden Club about his project. They might want to help.Scout Walker said he will contact the Board whenever he is planning to work in the park. It was suggested that perhaps the Schenectady Gazette would put pictures in the paper and Trustee Best will take pictures for the village website. Scout Walker asked that if the Village had any other ideas for the project, please let him know. Trustee Best stated that if any other scout is looking for a project, the gazebos need painting and staining. The Board thanked Scout Leader Bombard & Scout Walker for their time.
Minutes were read and a motion to approve as read was made by Trustee Best, seconded by Trustee Ryan. Carried.
Treasurer’s report: Receipts = $4,871.86. Disbursements = $2,347.30. Checking = $ 47,563.08, Savings = $48,505.00 and Grand Total = $96,068.08. Motion to accept made by Trustee Ryan and seconded by Trustee Best. Carried.
Animal Control Report: Animal Control Officer Tom O’Brien submitted his annual report and abstract. Not too many problems in 2020.
Police report: Tickets issued = 30. Warnings = 0. Report attached. Chief Devine expressed the difficulty now of trying to hire part time officers to work the small number of hours per shift and at the rate of pay the village presently offers. Most departments are paying $20.00/hour for part time work. If the Village could raise that rate to $18.00/hour that might help. The Board mentioned the budget issues. The Chief asked the Board what they are looking for in the police dept. Would a chief and one officer writing about 30 tickets/month be ok for now. Board said yes and this should only be temporary because of the times we are going through with the Pandemic. Both cars are back on the road and Frank’s Auto is looking for a used police car for us. Clerk-Treasurer Ruman asked if the Chief would provide the Board with the needed information so that they can complete their sexual harassment training. He will provide the info. Motion to accept report made by Trustee Best and seconded by Trustee Ryan.
Correspondence: Cares Act provides for federal govt to pay 50% of unemployment cost. Received Certificate of Appreciation from the Town of Galway for participating in the first Halloween Trail at the Dockstader Park. Clerk-Treasurer Ruman was contacted by former Village Clerk-Treasurer Brenda Teachout Patrzalek for confirmation of her working for the Village in the late 1970s.

New Business: Ruthann Daino called on behalf of the Galway United Methodist Church to inquire if a permit was required for a generator which they are planning to install. They are also wondering about the possibility of lighting their sign. Clerk-Treasurer Ruman will contact Code Enforcement Officer Concilla about the generator. The Board is not in favor of a lighted sign.

Minutes from Village Board Meeting on November 3rd, 2020
The regular meeting of the Village of Galway Board was held on Nov.3rd,2020 at 5212 South St. Present were Mayor Hyde, Trustee Anne Best, Trustee Phyllis Ryan by phone, and Clerk/Treasurer Beth Ruman.Chief Devine was excused. Mayor Hyde called the meeting to order at 6:30 PM. minutes were read and a motion to approve the minutes as read was made by trustee Ryan and seconded by Trustee Best.
Treasurer’s Report: Receipt’s = $4,106.32. Disbursements = $4,869.04. Checking $37,174.56. Savings $48,505.00 ($6.10 of interest was added) and Grand Total = $85,679.56. Motion to accept treasurer’s report as read made by Trustee best and seconded by Trustee Ryan.
Police Report: Tickets issued = 27. Warnings = 0.Report attached.One car is fixed and back on the road.The other is in for body work and there will be no charge. Motion to approve the report made by Trustee Ryan and seconded by Trustee Best.
Correspondence = None.
Old Business: Trustee Best reported on the information that she was able to obtain from Saratoga County pertaining to the current ownership of 5254 North St. Taxes have not been paid for one year. The property is still in the name of Rachel Kitchen with her daughter’s Arizona address. No update on the application for the new use of the old fire station.
New Business: Eagle Scout Matthew Walker (Mark Bombard is the Troop Leader) would like to come to the Village Board to present a proposal for a project in the Village Park. He will attend the January Board meeting. The Galway Volunteer Fire Company has contacted the Mayor and Code Enforcement Officer about putting up the electronic sign that was in their original plans. Will another permit fee be required? There was discussion about contacting Brian Olsen about moving the full dumpster and various items that remain in front of his building (former Galway Market). Trustee Best shared that she is happy to have The Classic Muscle Parts business located in the old fire station as her new neighbor. Clerk/Treasurer Ruman reported that the Town of Galway Halloween Event was a great success. Court Clerk Jennifer Decker, her husband, Clerk/Treasurer Ruman, Trustee Ryan and Officer Dupras represented the Village and Trustee Ryan donated candy and Halloween table decorations for the event. It was well attended and estimated at 400 plus children and many expressed their desire to do it again next year. Trustee Ryan supports making it an annual event for the community instead of Trick or Treating in The Village. A letter will be prepared to send to Supervisor Mike Smith supporting the event for the future.

Minutes from Village Board Meeting on October 6, 2020.
The regular meeting of the Galway Village Board was held on October 6, 2020 at 5212 South Street. Present were Mayor Hyde, Trustee Best, Trustee Ryan, Clerk Treasurer Ruman and Chief Devine. Mayor Hyde called the meeting to order at 6:30 pm. Minutes were read and a motion to approve as read was made by Trustee Ryan and seconded by Trustee Best. Carried.
Treasurer’s report: Receipts – $8,940.52. Disbursements – $4783.10. Checking – $ 37,939.28. Savings – $$48,498.90 and Grand Total – $86,436.18. Motion to accept Treasurer’s Report made by Trustee Best and seconded by Trustee Ryan. Carried.
Police Report: Tickets issued – 22. Warnings – 10.
Chief Devine talked about the cars and their need for repair. Once repaired they should be ok for a while.Mayor Hyde said he would like to have the chief patrol for one, four hour shift each month. Chief stated worries of conflict of interest with officers and heavy paperwork load. The officers are saying the traffic has been lighter and they have had a decrease in tickets written. There has been more patrolling by the State Police and Sheriff in the Village according to Board Members. Chief Devine is updating the Policies and Procedure Manual and officers will receive copies to read and will need to sign that they have read them. The Department will be going to the range in the next few weeks to complete their certification. There will be a cost for ammunition only. Chief Devine will be attending the Chief’s training school 10/2
12/2020 – 10/30/2020. The cost will be $300.00 which is a 50% discounted rate. Chief Devine has mentioned that he has had to put in many hours to get everything in order and talked about the time that will be required by the Board to comply with the governor’s Police Reforn Plan which needs to be adopted on or before April 1, 2021. Trustee Best made a motion to accept the Police Report, seconded by Trustee Ryan. Carried.
Code Enforcement: More inquiries have occurred regarding the Trailor Park relating to its sale. Clerk Treasurer Ruman and Code Enforcement Officer Concilla will meet to go over records.
Correspondence: E-mail from Town of Galway Supervisor regarding holding a drive-thru Halloween event at the Town Field involving local businesses, municipalities and organizations. This is in response to the COVID-19 pandemic and the Village’s cancellation of Trick or Treat hours in the Village this year.Received a letter from Hudson Search, LLC who represent Relentless Ventures, LLC who are prospective buyers of the three parcels that make up the trailer park and house on East Street. They are requesting a statement regarding building violations, Certificates og Occupancys and open building permits.
Old Business: Mayor Hyde and Clerk Treasurer Ruman met to audit the Justice Court Records on October 1. Questions were submitted to Justice Thomas for clarification.
New Business: Trustee Ryan will attend the meeting at the Town of Galway Pavilion to discuss Halloween on 10/8 at 5:30 representing the Village.
No further business. Mayor Hyde adjourned the meeting at 7:15PM.
A gathering at the village’s park on May 3rd, 2015, honored the work Dan Nagle has put in to putting up and taking down the street flags through the years in the Village of Galway.
A plaque of appreciation was presented and will be permanently placed in the village’s park.
